L'Escala contiene en su término municipal las ruinas de Empúries, puerta de entrada de la cultura y civilizaciones grecorromanas en la Península Ibérica a partir del siglo VI a.C. El territorio, poblado desde la Prehistoria, recibió el impacto de una cultura superior que transformaría de cuajo sus cimientos|fundamentos.

Un siglo después de la desaparición de la casa condal de Empúries -según Pella y Forgas-, a mediados de s.XV, y cerca de lo que fue la primera capital, un pequeño barrio de pescadores empezaba a expandirse gracias al impulso de comercio marítimo.
L' Escala empieza a aparecer en los textos escritos a partir del siglo XVI como un pequeño puerto de pesca y cabotaje dependiendo de la vecina villa de Empúries. Su utilización como puerto, sin embargo, es bastante más remota. Su nombre -del latín Scala-, que fue muy común a toda el área mediterránea, designa un puerto o muelle, refugio habitual de embarcaciones. La dependencia hacia Empúries se irá volviendo durante los siglos XVII y XVIII en beneficio de l'Escala. El año 1680 los vecinos del "puerto de l'Escala de la villa de Empúries" -que ya forman un barrio de 80 habitantes- consiguen tener iglesia propia, y el 1766 l'Escala se convierte en villa y cabeza de municipio.
